Have you cleaned the shower head?
I mean taken it apart and let the sand and gravel out?

My shower had a small plastic disk inside shower head, so very little water pressure. It was beyond a "water saver" it was more like a water preventer. I removed shower head and took it apart and removed the plastic disk. Now I have nice water pressure. Yours might by entirely different.
