There might be another valve that is open, there is at least two drains from the water tank with valves and one from the water heater, there will be one or to overfill from the water tank that indicate full tank and this tank maybe full.
Hoppe fully you have the instruction manual for the water routing, tank filling, and winterizing, or you might have blown a line of fitting, I do hope that you have a pressure regulator on the line.
