Yes, I had removed the drain plug from the water heater, completely flushed the entire unit,used vinegar but still had a problem. however, I took mark5w"s advice and used bleach. It worked fine, let the bleach sit in tank and lines for 2-3 hours, then flushed the entire system 3 more times.
