Either will transfer more weight up front. You are correct you want the bars to be relatively parallel so I would add some washers first to get more rearward tilt on the head.
60# vs unloaded is not that much weight loss at all so there may be other things at play here. I am sure others will ask you about your TV/TT and scaled weights soon so go ahead and get that ready!

I just looked at your profile.
You have a Bullet 295BHS being pulled with a 1500 Silverado, right?
That TT should be taking more than 60# off the front of your truck with no WD engaged or do you mean its still 60# light with WD hooked up? That isnt all that bad depending on how much total weight is being unloaded before the bars are hooked. List your full scale weights and I am sure others will chime in quickly.
