Yes indeed, think of it as a seesaw, and imagine an invisible force holding the two legs in an arch. The WDH prevents them from just dumping the load on the hitch point, and instead makes the frame of the tow vehicle and the towed vehicle act like they are linked together like a steel beam from front axle to towed axles. The weight down is still the same, and you can't deny that, but the beam helps keep an even keel instead of bending at the pivot point.
