The L-brackets should be firmly bolted to the A-frame (Not loose). The installation manual should provide torque specifications.
The torsion bars should be fully locked on top of the L-brackets when hitched. They should not be swaying around the A-frame.
What I believe you meant was should the torsion bars slide for and aft across the L-brackets as you turn the truck. Yes, they should move but it's purposely metal on metal contact. It will grate and squeel as you turn. This is normal. This friction is what provides sway control when running at speed.
You don't want to lower the L-brackets to reduce this friction. It's there on purpose (don't grease them either as it will negate much of the sway control). Also, lowering the L-bracket position will reduce the weight distributing function.
