Weight distribution needed? Help interpret CAT scale numbers

Can you please help me interpret these CAT scale numbers and whether weight distribution is needed here? Is lifting 280 lbs off of a 4,780 lb front axle significant to handling? The tow vehicle ...

For the new(er) GM Twins they no longer have a seperate tw rating for with and without a wdh, just one rating. Makes me wonder if it has something to do with the new tow rating standards they are going by. Not sure about Ford or Ram.
