Weight distribution needed? Help interpret CAT scale numbers

Can you please help me interpret these CAT scale numbers and whether weight distribution is needed here? Is lifting 280 lbs off of a 4,780 lb front axle significant to handling? The tow vehicle ...

If load distribution is not being used, then no load is transferred to the TT axles.
Based on the OP's scales numbers, it appears that load distribution was not being used.
