Walking the dog with the leash short so they can't reach campsites is the correct way to get to the dog walk area so your dog does not go on a campsite. And that includes urinating.
If as the OP says the pavement is hot and they allow the dog to walk on the grass, if you walk briskly and do not stop when the dog wants to, the dog won't stop to go. It's really that simple. What I see is the "dog" stops, so the owner stops and 'waits' for the dog to go on someones site. :R
Unless the owner has waited to the very last minute to walk their dog there is no reason for them to take a dump before they get to where you want them to go. Obedience training takes care of all of the above. When on a heel command a dog does not pit stop period!
