I realize that allot of folks do take proper care and clean up after their pet, but there are the same amount that don't to some degree or another.
some parks have rules about leashes, like 6 foot max, yet I still look down to see fido sniffing around my feet at my picnic table while his owner is owner is standing 20 feet away at the road with the leash stretched right out, "he's harmless, just curious"
then the others that think a dog has the right to mark its territory by letting that leash out again so it can piss on everything it passes including picnic tables, vehicle tires, power and water pedestals, bicycle tires,,,, yes I know when an animal has to go it has to go,,, but as a past dog owner for over 25 years, I know if you give the leash a gentle tug you can redirect the animal to a more suitable spot, if the dog is on a marking frenzy, a little tug of the leash can get him away from someone else's stuff before it gets sprayed.
Yes there are allot of good dog owners, maybe you can help to educate the bad dog owners when you see them, cause to them the rest of us are just evil dog haters, having dogs for almost 25 years takes me out of thhat realm, but I made a choice not to own one any more, and don't think that I should be subject to other peoples poorly trained pets, either doing its business on my site or jumping up all over me or my family like we are its play-toy.
I go into peoples homes for my work and good pet owners will take a payfull or overly curious pet into another room so I can do my work, the not so good ones will leave the pet in the room to get in the way and be slobbering all over me or even nipping at me at any chance it gets, and some actually get offended when I politely ask them to take their pet into another room, with it being obvious that the animal is being a neusense
