Campgrounds could solve the problem by designating dog walking areas inside the campground, then put a fence up seperating these areas from the non-pet areas. Campers with pets cannot trespass into the pet free area and , more important, non pet owners cannot trespass into the pet areas. This would make the "pet haters" happy and would not bother the pet owners. If it works with pet's might set a trend for people with kids. Maybe just build a fence around each campsite. When you park, you lock your gate and stay in your area. :S
