Actually, this would be filing a false claim.
They offered exactly what you contracted for. The fact you didn't like it after agreeing to it isn't there problem from a contractual point of view (customer service/PR is different).
As others have said for $23, just move on with life and next time do a little research before hand.
For example: with Michigan State parks, their website has actual pictures of each site, so you can check before you even arrive. For other locations, try google earth or other aerial image sites.
You're right. I misread the point about getting a voucher.
