I seriously doubt that anybody completes a transaction, while paying for a state or federal campsite, without agreeing to a set of conditions determined by the state/feds. If they followed their refund policy, then it's over. Your opinion, or the opinion of others here,regarding what constitutes "fair"is meaningless, if they followed policy, and it sure sounds like they did. I'm actually a bit surprised that they gave you a credit voucher for the difference, a lot of states/fed. facilities wouldn't of bothered. The other issue is this is all over a "lost" twenty dollar bill, time to move on.
