Seems fair to me overall. You chose to change, they compensated you with a voucher.
If I have that happen, think I'll do the reverse. Pay for non electric site, and if I upgrade, pay the difference.
At the end of the day, for $23 I would just chalk it up as $h!t happens and move on.
