" What is a "Voluntary Downgrade?"
That means you paid for a more expensive site but you choose to park on a less costly site.
Kind of like Voluntary overtime.. That's where you stay after your shift but due to lack of time clocks you do not bill the employer for the added hours or part thereof. My Employer both encouraged it and prohibited it believe it or not,
