OP here. Thanks to almost all for the helpful and thoughtful responses to my question.
Some clarifications and an update:
I asked if I was being unreasonable, because I wanted some help seeing the issue from others' perspectives. Sometimes we get tunnel vision and things get out of focus and we need other people to help us see more clearly. That's what I asked for, and that's what many of you have provided. Thank you for that.
Concerning the camping experience: by going to the non-electric site we forfeited the use of our air conditioning on a couple of hot summer nights. If I had known I would still be paying the electric price for the non-electric site, I might have made a different decision about which site to take. Who knows? Again - at that time I was under the impression that they had processed a refund for me.
It's been interesting to see what some of y'all are reading into this. I didn't let this ruin my camping experience. And I'm not obsessing about it. When I said I was getting the "run-around," what I meant was that the very friendly people on the phone kept tossing me back and forth to one another. I started by calling the park. They referred me to the main office in Richmond (this is a VA state park). Richmond talked to me and told me that they needed a form from the park. They contacted the park and asked for the form, but told me it would take a few days to get to them. Many days later I called Richmond for an update, and they told me I'd have to talk to the park. When I called the park again, they tried to tell me that I needed to talk to Richmond. That's what I meant by the "run-around." At no point has anyone there been unfriendly, and at no point have I been told flat-out that I couldn't have a refund. They all just seem a bit like Keystone Cops who can't figure out how to make it happen.
Concerning the "voucher:" I haven't actually received a voucher - and this is more than a month after the camping event occurred. What I got was a receipt stating that I would get a voucher, but no voucher. Unless the receipt is supposed to be the voucher, but again - no one said anything to me about a voucher when the transaction happened, so I have no idea if it IS a voucher. It looks like a receipt.
Right now I'm waiting to see if the last telephone call results in anything new. If not, I'll probably let it go. Then I'lll have to call them and try to figure out where this supposed voucher actually is.
And finally - I absolutely agree with the guy here who said I have too much time on my hands. Still trying to figure out this "retirement" thing. LOL
