I have had blow outs and also lost treads. My TPMS hasn't alerted me to either. However, since changing from ST tires to LT, I haven't had any more tire issues. And my TPMS hasn't been needed. Although I still have it.
But if you only have so much money, I think it is better to invest your money into good tires, and an infrared temp gage. I don't like the hand method. Because it is normal to feel a temp difference from the shady side to the sunny side. And when walking around the trailer to get to the other side, I lose the temp feeling in my hand. So the hand method is unreliable. The infrared is discriminate and reliable.
