FYI Jack, from the Fla. State Park rules: "All plants, animals and park property are protected. The collection, destruction or disturbance of plants, animals or park property is prohibited."
More than likely, what you have experienced is a lack of enforcement. When I camp hosted at Myakka State Park this rule was strictly enforced.
