Keep in mind the article has to do with a comissioned panel hired to help the State Parks & Recreation department improve the facilities. That means all State Parks not just parks with camping/RV facilities.
Soccer fields and public transportation would serve the folks who want to go to a park for the day but have no way to get there. The commission feels Public transportation would increase the number of daily visitors from the cities near the urban parks which in turn would make the parks more profitable for the state.
