The person at the LA Times who wrote the article was speaking from the perspective of youth living in the area. This is a problem that goes back more than 50 years. Los Angeles county when viewed in terms of acres of parks for the population looks OK. If you take out Griffith Park the picture changes radically. Unless kids have a way to get to Griffith Park then their recreational options are extremely limited.
But this problem is common across the USA where public transit is the worst of any industrialized country in the world and funding for trains has been strangled by the Republicans since the end of WW II when billions were spent on the interstate highway system which benefited only the trucking industry.
City officials have made the situation even worse by allowing large housing developments to be built with no provision for parks in the area. You have to go back more than 100 years to find cities like New York and San Francisco where the city leaders thought it was important to provide parks that everyone could enjoy on their day off. Today the idea of workers rights to anything is denounced as being communist and so the situation continues to get worse.
The USA is the most unfriendly country for families (parents and their children) that one can find in any of the "modern" countries. The parks are only one aspect and at most the tip of the iceberg.
