I drain on the return home for every trip. Unless you drain your water heater at the same time you drain your fresh water tank, the water in your water heater will be much older! I've never noticed the water heater water being stale, even after a month of non-use.
Water, by itself, will last forever. It's all the "gunk" that can grow in it that's bad. So in essence, the water can sit forever in the tank. It will never changes. But all the skummies that grow in it, is what's really bad.
Considering fresh water tanks are never completely 100% empty and NEVER 100% dried out, I would imagine, you can keep water in the tank for a long time, as long as stuff doesn't start growing in it.
