Absolutely no reason to drain once a month. Use the water until 1/4 full and then refill. Your water will not get stale in that time.
As full-timers for 16 years we never drained our tank on purpose. We let it get almost empty and then refilled. We got water for various sources as we used public parks mostly. We used the water for all purposes, including drinking. We're still here. :)
