No, that's not what you said. You said "sounds like an incompetent bank manager. I was pointing out that the manager's hands may have been tied. That's not incompetence, that's doing his/her job. Bank employees can not only get fired for not following regulations but they can be prosecuted as well.

I'd note the make of the device and complain to the manufacturer.. Likely Diebold but not 100% on that.
Could be software related also. Some older ATM software doesn't prevent reboots by default while a customer is making a transaction. That behavior is also configurable so its possible someone who manages that ATM had it set wrong. Why it wouldn't be puzzles me...
