Our credit union has a website of free ATM's, so there is generally no cost. We've even found free ones in europe.
As far as fear of using debit cards, that's only really an issue if you have your life savings in that account and you can't get by for a week or two without it. We simply have money transfered over to the checking account that the debit card is tied to at the begining of the month. The debit card isn't tied to our other accounts, so we still have those available, so losing access to a couple grand for a couple weeks is no more than a nuisance.
You most likely will change your mind on debit cards when your have a major problem!

As Valhalla mentions, by not linking ALL your money to a debit card, you will NOT have a major problem. One method is not safer than the other, they are just different - so use common sense that fits the method you use and enjoy life.
