It is part of boilerplate contract... mainly placed in there as a hurdle to keep dealers from being sued. More common that one things when looking at legal stuff. For example, if one runs Windows, it is part of that EULA. Basically it says the dealer can sue you directly, while you give up the right to sue and go through an arbitration panel paid for by the dealer.
