I knew Alabama was going to be the top ten. There is zero driver training for students unlike NY where I learned to drive. If you buy a used car from Alabama I can almost guarantee you the turn signal stalk and relay will be like new as its never been used. The speed limit, especially on rural roads is just a recommendation. I think every other driver is texting or talking on their phones.
