I think a lot has to do with traffic. If it's heavy, there will be problems. Less, then everyone just cruises along.
I, too, did a Google search after posting this topic and found an article ranking all 50 states. It listed my home state as one of the best and Pennsylvania as right in the middle of all 50. The ratings were based on criteria such as fatalities, DUIs, etc. it didn't take into consideration, consideration. This bit of data can only be determined by opinion, so I guess that's why my ranking differs so much from the published versions.
