I must be missing something. The argument that all pet owners must pay for those who are irresponsible doesn't make sense. It has been my experience that MOST do clean up after their dogs, so if you are collecting a fee from every owner, and have little clean up, the argument that "we are in business to make a profit" means that your "Pet fee" is a lie. I wonder if pet fees could create a bigger problem - "You are charging to clean up after my pet, so do it," mentality and more will stop cleaning up. I would hope not, but can see it happening.
