Why a pet charge ??

i don't get the extra vehicle charge, my extra vehicle does not leave piles of poop everywhere, it is more eco friendly to tour around in a small car than a big truck, my extra vehicle does not dig holes or bark all dam night, it won't run to the end of its leash 5 feet onto the pathway and jump all over passers by with its muddy tires..

so why am I paying an extra vehicle fee???????????

Just a note I "usually" don't have an extra vehicle,,,, or a pet at my site.
