I expect that the banks probably lobbied government in the 1990's for the changes that made the loose lending legal. So the banks still committed the original evil ... as expected.
The problem with "government" is it's listening to lobbyists instead of us voters and then us voters letting the government get away with listening to the lobbyists. We deserve the government we get.
