The Government forcing the banks to lower their lending standards and give out more loans to people who couldn't afford them is worse. The banks simply went along with what they were forced into, however, many of the banks went way more willing than others and did really take advantage of what the government compelled them to do. There is a whole lot of blame to go around on that one.
