The problem with "government" is it's listening to lobbyists instead of us voters and then us voters letting the government get away with listening to the lobbyists. We deserve the government we get.
No they didn't. This was a government program all the way designed to get more lower income people into homes. The government backed the loans otherwise the banks would have never done them. The banks knew they were bad loans, but were forced into and they had assurances that the government would buy the loans anyway.
