More the Govt's choice to do so than the banks. Govt. is the one who set policies for the banks to follow and they did just that. Blame goes to the Govt., not the banks who followed Govt. policies exactly. Govt. said make those high risk loans, get these people into homes, don't worry, we'll back the loans up.
