Seems to me that was the clerk's problem letting them in when she is well aware check out is 11:00. She 'should' of told them to remain pared MH AND Toad in front of the office until the camper in that site left.
For me I also would have stopped at the office and made note of it to the manager and/or even the clerk that they NEEDED to explain to the next camper that check in is at 11:00.
As far as the guy that was an idiot to yell at you? I would have walked up to him and explained to him check out is 11:00 and left it at that. I wouldn't have told him when I was going to leave either. The site was yours until 11:00.
