They do both.
You feel the sucking more because the front of the TV and trailer is more aerodynamic and this gives a slight push away from each other. The rears are flat so there is a vacuum there or low pressure area and they will attract each other a bunch. This is why a V nose trailer nets you next to nothing in mileage gain.
That's why you feel a wiggle.......first the little push and then the big pull. In the race car game it's called dirty air.
Rounded trailers in the back like Airstreams or tear drops are the best to minimize this effect. The worst? Big flat back trailers like toy haulers.
