Why does unused cargo capacity of GVWR matter at all?

Consider two different trailers: Trailer A: Dry weight of 4500lbs, GVWR of 7500lbs. Cargo capacity of 3000lbs. Trailer B: Dry weight of 4500lbs, GVWR of 5500lbs. Cargo capacity of 1000lbs. As...

What about option C) expect to use 1000 of cargo (which is within limits for my TV if you use dry + 1000), but would be outside limits if I use GVWR instead.

That is the crux of my question.
