Yes, using the trailer's GVWR is a quick and dirty method to ballpark the size of trailer you can tow, it will also reject some perfectly fine candidates. It's the actual weight (GVW) that is towed, not a rating (GVWR).
Does it take a little more effort to make a few calculations and weigh a few things? Of course, but it is worth it. It is especially important if one has tow vehicle limitations which actually everyone does whether they believe it or not.
Not everyone has the desire or resources to buy the biggest truck they can find, and some people already have a perfectly capable tow vehicle.
