I've been to exactly one dump station where that was the accepted method of dumping. It was at a waste treatment plant, and RV's used the same open grating location as the commercial septic tank pumpers. Just pull across the grate and pull the valve handle. There was a fast moving stream of water in a channel under the grate that carried the waste away as fast as it was dumped in, and a high pressure hose on a retractable reel was available for rinsing down the grate.
