I spent 31 years in the hospitality industry and have seen it all from both sides of the counter. Too many guests are inconsiderate pigs, they do things at campgrounds and hotels that they would never do at home. One time my employer hosted a group attending a dog show. It took our maintenance staff hours to unstop the bathroom drains. Housekeeping had to cleanup the hair in the rooms after the dog owners groomed out their dogs. That left us with many unhappy guests waiting to check in to their rooms. As a result my experiences, I'm overly considerate of how I leave my campsite or room. The rules, rules, rules thing we see at campgrounds is a backlash from the things we never see as considerate guests.
I also think that many campgrounds don't view themselves as being a part of the hospitality industry, hence the low standards of guest services we often see.
I will say that last winter when we checked in at Desert Trails in Tucson, we received the best orientation we have ever received at a campground. The person spent at least 30 minutes giving us information about the campground and the Tucson area. Everything was positive and upbeat.
