I didn't watch the video, but in Washington State, there are places where the closest tower is in British Columbia, and we get tagged for roaming charges. I use a cell phone for work, and while I was on Whidbey Island it connected to a Canadian tower and I had to explain to our cell phone coordinator why I was calling Canada.
