How would the RV get to the top? It would require a ton of space for the up ramps (turning radii would be huge), or a big elevator.
Then come the smells. Even with FHU, my gray and black water tanks vent, and those would wind up wafting somewhere.
Finally, there is density. A garage just wouldn't be profitable for the number of RV types it can have in it, unless the owner charged on the order of $2000 a night for 20 years, to recoup the parking garage costs.
It is a cool idea, and a nice vision, but if I have to deal with an urban area with dense population, I just store my rig and hotel it.
