Finally, there is density. A garage just wouldn't be profitable for the number of RV types it can have in it, unless the owner charged on the order of $2000 a night for 20 years, to recoup the parking garage costs.

That seems reasonable to me. It averages out to only $25 per camper per night if there are 80 RVs in the building. Add in another $25 for the land and $25 for operating expenses and the total cost would only be $75 per night. I'd gladly pay that for a spot in downtown Chicago or near any major city.
