I would not sell to them. It COULD be your problem. Even if it comes down to a he said/she said type of situation, do you want to deal with that? I have a conscience and my conscience would never let me knowingly sell something to someone that could be a safety issue. IMHO that makes one as scummy as the dealers who do the same thing.
If they don't go through with this sale they better hope the buyer doesn't feel they are in some protected class and are being unfairly discriminated against.
That's such a slight risk it's barely worth considering. Two outs: OP can bring up the safety issue that THEY agreed was OK by simply saying he wasn't comfortable putting them at risk, or a simple "I've changed my mind" will do.
