I think you're all wrong. (well, so of)
The problem is Millennials.
When you get young inexperienced drivers on the road towing or driving a motor home like it's a BMW M5, you're going to have problems. These are the problems you are seeing.
Anytime you have a big influx of people doing anything new you're going to have a lot of problems. There will be more problems because they don't know the rules or etiquette of dump stations or check-in's or anything like that.
It will get worse.
