Why not suck the bottom of the tank? The gas is there to be used, so use it!
If the pump needs X gallons of gas in the tank "to stay cool" or whatever, then that should be reflected in the fuel gauge readout and on the DIC. This would only serve to protect the manufacturers from costly warranty replacements of fuel pumps if it's such a critical issue.
The pump will last through the warranty and fail after and not a concern of the MFG. If the OP keeps running it that low he will shorten the life from the pump and that is indisputable. It is fact that the pump is cooled by fuel and the more fuel in the tank the better. The filter is also part of the assembly in most newer vehicles and the pump/filter assembly will take on more sediment when run extremely low like in the OP example.
