I'm not 100% sure, but I think that only applies to ACTIVE jammers, i.e. something that transmits a jamming signal.
PASSIVE jamming, something that will not allow signals to pass through, are quite legal, IIRC.
So, you can NOT transmit a radio signal to jam somebody else's transmissions, but you CAN wrap your business in a Faraday Cage to block signals (if you want to spend the money).
