I thought Yellow Jackets always made their nest under ground. We have some yellow/orange Wasps in GA and their sting is very painful. You can buy Wasp and Hornet spray at many places and it will shoot a stream 10-15 feet so you stay safe.
There are two types of yellow jackets, one is ground dwelling, those are actually the most aggressive. Best to attack when it is dusk and they are all back on the nest. I don't remember any but the ground dwellers from my time in GA but out here on the west coast they are uncommon.
