Ultimately, that's for the park, and not us users, to decide. What we feel is quiet time can, and probably will, be vastly different than them.
I've heard of parks where, at quiet time, someone goes riding around with water and will put your fire out if it isn't out and get your butt inside. I've also been to parks where we hung out with a few others around the fire just chit chatting well past 11pm although quiet time started at 10pm, with no problems. So, there is no one-size-fits-all answer.
