To me, this is a reasonable policy. As a camper, I try to remember that other campers have as much right to enjoy their trip as I have to enjoy mine. If someone having a simple conversation late at night is bothering me so much, my first thought is "why am I being so sensitive?". More often than not, it is because my mood is less than perfect at that moment. In those cases, I put on my adult panties and accept that the problem is with ME not them.
The OP asked: Example would 8 people sitting around a campfire 10:05 pm talking in normal tone. Is that a violation?

Is the mother inside her tent reading a story to a small person in a tone the same as above. A violation?
The simple answer to both is No.
