Do you have a volt meter?
Measure the voltage between the two vertical blades in the pedestal. It should be around 240 volts.
Read between the top blade to each of the vertical blades. This should read about 120 volts.
I am guessing that the pedestal is miss wired. They may have the same 120 volt leg to the vertical blades.
Are you close enough to another sites pedestal and try it?
